But one day, Inspector Carmelita Fox turns up, having received a letter from an unknown citizen, telling her the location of Sly's whereabouts. Villains:[]

  • Frankie 'Frank' Nihi-La (Phill Lewis): The main antagonist, and the late Constable Neyla's father, and also, the leader of the Sinister Six. He resented Sly Cooper for the death of his daughter, and planned his revenge over the last 2 games: he ordered Dr M to attack the Cooper Vault, and ordered Le Paradox to capture the ancestors' canes, so that the Cooper legacy would be erased for good, and he also forced Penelope to betray the Cooper Gang. He is also revealed to be the one who sent the letter to Carmelita, telling her where Sly Cooper was, and played the Cooper Gang at every opportunity. As the crooks were caught, they say to Sly & the Cooper Gang, 'Neyla is the key'. His Thief Meter Color is fuchsia.
  • Clockwerk 2.0 [TBA]: A remade version of Clockwerk, the robotic bird. Designed by Frankie Nihi-La, which was built ever since the death of Neyla. The Clockwerk Eye [from Thieves in Time], the one sole piece of Clockwerk that survived the destruction of the Hate Chip in Sly 2, was the one part needed to activate Clockwerk 2.0. His Thief Meter Color is dark grey.
  • El Jefe [Nolan North]: A former member of Le Paradox's gang, who was broken outta prison, and wants to exact revenge on Sly for defeating him in Feudal Japan. His Thief Meter Color is orange.

At the end, it is revealed he only liked Penelope for her technology, and forced her to work for his boss, and he's also revealed to be the driver of 'The Black Emperor' suit; a remade version of The Black Knight from Thieves in Time. His Thief Meter color is chestnut, the same as Bob's.
  • Muggshot (Kevin Michael Richardson): One of the former Fiendish Five members from the first game. Muggshot runs a wrestling club in Celtic Scotland, dubbing himself as 'The Masked Man from Mesa City'. His Thief Meter color is black. He has the same look from the short 'Timing is Everything'.
